Minutes of the ISAPP Executive Committee meetings in Montreal, Canada at the Fairmount Hotel

July 4, 2007, 1:30 - 3:30 pm.

  • Announcements:

Website Alain Braconnier worked on the previous version, which was published by a company in Paris (Edilix). The Newsletter, and some of the papers presented in at the Aix and Rome meetings were published on it. There was a problem with posting papers. The company closed, and the last material was published at end of July 2006. Alize Communications in Montreal have been identified as a new publisher. Mario Speranza will be the Editor. We need to have an Editorial Board with several people (3-5) each working on a small part of the website. The Board would meet once a year, and communicate by e-mail in between. The number of visits to the website when it was in operation was about 500 each day; this is a low number and should be much higher, indicating a need for more content. The site should include interactive debates, on-line discussions.

Alain Braconnier suggested that the website should have need links with Executive Secretary and the President. Patricia Garel created an emergency website for registrations, and did receive a large number of registrations through the website. Enrico deVito met with the group responsible for the new website. Jack Davis gave a generous $5000 contribution to reopen the website.

Michael Kalogerakis suggested that the Editorial Board needs representatives from Japan, and Latin America, as well as young people. Others also suggested inclusion of senior people. The website is in English; some papers may be in French.

Other meetings and organizations

Enrico deVito reported on regional conferences held in London Oct. 2005 and in Bucharest Oct 2006. Both were strongly supported locally and did not incur any costs to ISAPP. He asked to what extent attention is focused on local issues and to what extent these conferences appeal to a wider audience. The Romanian conference was focused on local problems such as the adolescent problems of children from orphanages. The Past-President of the Hellenic Psychiatric Society has organized a Society for Balkan countries. There will be an ISAPP symposium in August 2007 during ESCAP International Congress in Florence, and a sponsored Conference in Rome in January 2008.

Nikos Zilikis suggested an ISAPP conference to be organized in conjunction with Balkan countries. National, regional links with other organizations. There will be a regional Turkish conference in Istanbul and in addition the IACAPAP Congress will be in Istanbul in Apr 30-May 3.

Based on a proposal of Myron Belfer (who worked with WHO as head of Child and Adolescent Psychiatry) a Consortium is being developed among the societies working with children and adolescents, including IACAPAP, the World Association for Infant Mental Health, the World Federation of Mental Health, another group connected with school MH. The goal is to find common goals and ways of working together, especially with a focus on underdeveloped countries. The Consortium prepared a declaration with Helmut Remschmidt’s involvement to be sent to ministries of public health. They plan to work together on scientific interchanges and the organization of congresses (such as the one that was planned for Jerusalem in 2000 but had to be cancelled). They are also working on a joint periodical publication with referees from the various societies. The Consortium will meet in Finland in February.

Patricia Garel suggested that we need to define our unique focus and identity, maintain a psychoanalytic focus, and increase the involvement of psychologists in ISAPP. Attendance at this meeting will include many disciplines, including judges and legal professionals.

  • Membership

Membership has fallen, especially in the US, also in other countries 30-40%. Younger professionals cannot afford to join. Michael Kalogerakis  recommended the formation of a small task force (3 persons) to explore this. He commented that membership dues have to be at a “serious” level; if they are too low, potential donors will be deterred from contributions.

Many attendees joined in Athens after the 1994 meeting but subsequently interest fell off. Having one conference every 4 years and no publications is not enough to hold members. Alain Braconnier wondered if our approach may be too global. An example of a more focused meeting was Adolescents Attachment and Destructivity in Gottingen organized by Annette Streeck-Fischer in 2002, which was a regional meeting. M. Kalogerakis pointed out that we used to have a scientific program committee and suggested this be reconsidered.

  • Financial report:

The amount in the US account is $7,757; (it would be $13,644 but Feinstein and Staples memorial funds have been excluded). Dr. Kalogerakis suggested exploring what the restrictions are for these funds and whether they could be used for the publication of the ISAPP Annals. The European account has $7,287. $6,000 remains in profit from the Rome meeting.

  • Administrative issues.

The European Administrative Secretary is open to continue for one year or to stop now. The US Administrative Secretary is willing to continue.

Enrico DeVito  recommended centralization with one Administrative Secretary, reducing expenses, if we can use the web for dues payments. Currently we have 3; this is too many.

Post-Conference Executive Committee Meeting

Nominations for Editorial Board are needed. Nikos Zilikis volunteered.

The Next Executive Committee meeting will be in Florence at the European Congress (ESCAP) with those from the ISAPP Executive Committee who will be attending the Congress.

Dr. Streeck -Fischer is considering Heidelberg, Hamburg or Berlin for the next meeting. The following possible topics were suggested: cultural and gender issues in adolescent development, role of the arts, bridge between infancy and adolescents, violence prevention, what we know about development--new perspectives.

There was a discussion of ISAPP’s participation in regional conferences, including the possibility of an ISAPP symposium at the ASAP meeting in Boston in March 2008. Kerry Novick is the new President of the Child Psychoanalytic Association and this may provide an opportunity for ISAPP to present at their meetings.

There will be a meeting of the Balkan and Eastern European Society in Thessalonika in September 2008.

Minutes of the ISAPP Council of Delegates Meeting

The meeting was opened by Patrice Huerre (France).

He expressed the regrets of Shelley Doctors (USA) and Olivier Halfon (Switzerland) that they were unable to attend. Gianluigi Monniello (Italy) also sent greetings and regrets.

Dr. Huerre announced the resignations of Birgit Hallefors (Sweden) and Rikihachiro Kano (Japan), and also the death of Moses Laufer (USA).

Naohiko Tachi (Japan) will join the Council.

The progress of the meeting was discussed. The next meeting will be in Germany in 2011, under the direction of Annette Streeck-Fischer, the incoming president.

Plans for the new website under the editorial direction of Mario Speranza (France) were discussed.

The current list of Delegates was reviewed and updated.
